Do public opinion polls increase the possibility that majority factions will exert an overpowering influence at the national level?

Yes. But I don't see that as a bad thing. In a democracy, public opinion should be taken into account. Quick, accurate polling will tend to increase our elected representatives ability to know what the public is thinking.
